1. Player Eligibility:
1.1. All players must be registered with KPSC.
1.2. All players must be listed on the team's roster sheet with ID photo.
1.3. If a player is found to be ineligible, any points gained from the match will be awarded to the opposing team.
1.4. Any team found playing with an ineligible player will be fined $100.00
2. League Structure:
2.1. Team Captains will have the following responsibilities:
2.1.1. Attend scheduled meetings deemed by the Director.
2.1.2. Be the liaison between the team and the league executive.
2.1.3. Be responsible for all the equipment to the team which belongs to the league.
2.1.4. Be responsible for pulling a teammate off the pitch for abusive or aggressive behaviour.
2.1.5. Submit game results within 48hrs of the game via the scheduling site.
3. Team Requirements:
3.1. A team may register a maximum of 24 players. Teams having less than the maximum at the beginning of the season may add players until April 1st, provided they register with KPSC and pay full registration fees before playing.
3.2. The league reserves the right to add players to any team to achieve the maximum number.
3.3. A team consists of 11 players on the field (including the goalkeeper).
3.3.1. A minimum of 4 of each gender is required to be on the field at all times (not including goalkeeper). Exception if you can only field 7-8 players. [C]
3.4. A minimum of 7 players (including goalkeeper) to start and continue the game.
3.5. A forfeit is declared if the game is unable to begin within 5 minutes after the scheduled start time.
4. Game Expectations:
4.1. A Fun First Attitude!!
4.2. Fair and equal playing time for all players
4.3. Opportunity to try all positions
5. Game Duration and Ball Size:
5.1. The game will consist of two 45-minute halves, running time.
5.2. There will be a 15-minute break at half-time.
5.3. Each team will have 1 time-out each half, and this may be used during a stoppage in play. The referee must be notified about the time-out, and the duration of time-outs will be 2-minutes in length. The time-out will be counted as part of the games running time.
5.4. A size 5 regulation soccer ball will be used.
5.5. A game must have reached the 60-minute mark to be final. If rained out or stopped prior to this time (as determined by the referee), the game shall not be deemed complete and the result not recorded. Any team being judged to have caused a game to be abandoned shall be dealt with by the League Executive of Kensal Park Soccer Club.
6. League Scheduling:
6.1. There may be games scheduled on Victoria Day, August Civic Holiday, or Labour Day weekends.
6.2. Canceled games due to the weather, will not be rescheduled. If the game was played 60 minutes, it is reported as a completed game. Otherwise, it will be reported as a 0-0 draw.
6.3. All teams in the standings at the end of the August, will play in the play-offs in the 2nd week of September and the play-off format will be decided in order to accommodate the number of teams in the league.
7. Game Results:
7.1. Game results determine the following points system
Win: 3 points (No extra points for a shut-out).
Draw: 1 point.
Loss: 0 points.
7.2. Maximum goal differential of 5 will count on score card.
7.3. Results must be reported via the App within 48 hours of the game.
7.4. In the event of a draw during the play-offs, the game will be decided by penalty kicks per FIFA rules. (See Rule 8.3)
8.1. There will be no overtime periods during the regular season. Games may end in a tie.
8.2. In the event, that there is a tie in the playoffs, there will be no overtime periods and the game will proceed directly to a penalty shoot-out.
8.3. Shoot-out: A coin toss will decide who has the option of shooting first. Each team must select 5 players from the floor to take one penalty kick each. If the score is still tied at the conclusion of the first shoot-out, then other players will alternate one penalty kick at a time in a sudden death format until one team has scored a goal more than the other from the same number of kicks.
8.3.1. Players will alternate shooting by gender. [C]
9. Game Rules:
9.1. A drop ball will be called when play is stopped due to an inadvertent whistle, or when it is not clear who the ball last touched before going out of bounds. A drop ball is when the referee drops the ball between two players one from each team. The ball has to touch the ground before either player touches it.
10. Method of Scoring:
10.1. Goalkeepers are allowed to score from anywhere. The goalkeeper can throw, kick or pass the ball beyond the half-way line into the opposing team's half of the field to one of their players.
10.2. A goal is scored when the whole of the ball passes over the goal-line, between the goalposts and under the crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team scoring a goal. (Law 10 - F.I.FA.)
11.1. All jewellery, including rings, bracelets, watches, necklaces, earrings, any foreign objects and other piercings, bobby pins and hair barrettes must be removed before the match begin.
11.2. Taping of jewellery is NOT permitted.
11.3. Medical bracelets are specifically permitted, and should be covered with clear tape.
11.4. Proper footwear and shin guards must be worn in order to participate in the game(s). The shin guards must be covered by socks.
11.5. Players are prohibited from wearing hats (stocking caps are acceptable), cast, wooden, or metal splints or bracelets of any kind unless approved by or upon the discretion of the referee during the match.
11.6. Player wearing Casts: Law 4 states that a player may NOT use equipment that is dangerous to herself of another player. This is further expanded upon in the Interpretations of the Laws of the Game whereby it is advised that players MAY use equipment that has the sole purpose of protection the individual physically providing that it poses no danger to the individual or any other player.
Modern protective equipment made of soft, lightweight, padded materials are not considered dangerous and are therefore permitted as long as the cast does not present a danger to the individual or any other player.
Referee will make the final decision as to the acceptability of any cast. Hard plaster casts are considered to pose a danger to both the wearer and other players and are NOT permitted to be worn. Padding a hard plaster cast does not reduce the element of danger.
11.7. Players wearing eye glasses:
We strongly recommend that you wear sport safety goggles over your glasses.
However, if a player decides to wear regular prescription glasses, the frame of glasses and lenses must be plastic and the arms of the frame must be strapped with a sports strap.
11.8. Goalkeepers must wear a different color than the field players from their own team, so that the other players and officials can differentiate between the goalkeeper and players.
12.1. Players: Substitutes are permitted when a goal is scored, at a goal kick, half-time, and when an injury occurs at the referee's discretion. All teams can substitute on their own throw-ins. The opposing teams can also call for a substitution when the initial substitution is requested (piggy-back).
12.2. Goalkeeper: Goalkeeper substitutions must be declared to the referee and may only be made on dead balls. If a goalkeeper change delays the play of the game, a yellow card may be given.
13.1. A player (not serving as the legal goalkeeper), shall be penalized for intentionally handling, carrying, striking, or propelling the ball with a hand or arm. The result will be an indirect-free kick for the opposing team. If this occurs within the penalty box, a penalty kick will be awarded to the opposing team. The penalty kick shall be 6 yards from the goal-line, and the remaining players must be outside of the box, 6 yards behind the player and the ball until the kick has been completed.
13.2. Unintentional handling occurs, when the ball strikes the hands or arms of a player who has not moved the hands or arms to play the ball. This shall not be penalized unless an advantage is gained.
13.3. Keeper Handling: (F) Free Kick (P) Penalty Kick
13.3.1. Illegal handling by the keeper, when outside of the penalty box, shall result in an indirect-free kick for the opposing team. (F)
13.3.2. Once the keeper, leaves the penalty box with possession of the ball, she, may not use her hands to retain possession of the ball, until the ball has been touched by an opponent. Result: indirect-free kick. (F)
13.3.3. Penalty will be assessed when keeper touches the ball again with her hands in the penalty box after it has been released from her possession and not been touched by the opponent. (P)
13.3.4. Penalty will be assessed when keeper touches the ball with his hands in the penalty box after it has been deliberately kicked to her by a team-mate (P)
13.3.5. Penalty will be assessed when keeper touches the ball with her hands in the penalty box after she has received it directly from a kick-in taken by a team-mate (P)
13.3.6. Penalty will be assessed when keeper wastes time within the penalty box. This may also result in a card if deemed necessary (F)
14.1. ABSOLUTELY no Fighting! This will be met with IMMEDIATE expulsion from the league with NO REFUNDS!
14.2. The following yellow/red card system will be used:
14.2.1. A yellow card will be given to a player by the referee for not following safety rules such as wearing jewelry, pierced rings and regular prescription glasses.
14.2.2. If a player is discovered to be wearing unauthorized equipment or jewellery during play, the referee shall: - Inform the player that the item in question must be removed - Order the player to leave the field at the next stoppage if he/she is unable to or unwilling to comply - Caution the player having been told to remove the item and will be recorded.
14.2.3. A red card will be given to a player by the referee for severe misconduct (fighting, verbal, or physical abuse of a referee or player), and results in an immediate ejection. Any player ejected must sit out the next scheduled game. Once that game has been served, the player may resume play for the next scheduled game.
14.2.4. The teams will be minus the player(s) ejected for the remainder of the match. The player may not sit on the team’s bench, and must exit the field.
14.3. THERE IS NO SLIDE/ SLIDE TACKLING. These fouls will result in an indirect-free kick and a possible yellow/red card depending on the severity of slide tackle. In the opinion of the referee if there was an obvious intent to seriously injure an opponent (any or all disregard for the safety of an opponent or teammate) the referee may hand out a red card and the league will determine the suspension as per “Penalties for Misconduct” guide.
14.4. Penalty shots are unobstructed direct-free kicks taken from the penalty line. All players other than the designated kicker must be 6 yards behind the shooter until the penalty kick is taken. If after the penalty kick has been taken, it will not be considered a dead ball, if the shooter misses the net. The game will resume if the penalty kicker misses the net.
14.5. The defensive team needs to be 6 yards away from all the indirect free kicks. Any motion towards the ball by a defender before the offense puts the ball into play is considered encroachment. Failure to heed a referee's warning may result in a yellow card for unsporting behavior.
15.1. Discipline comes under the jurisdiction of the Kensal Park Soccer League Discipline Committee. Please refer to “Penalties for Misconduct”.
15.2. Protests and Disputes/Appeals:
15.2.1. All protests and disputes under the jurisdiction of the Kensal Park Soccer Club shall be dealt with by the League Executive and shall be heard within three 3 weeks of its receipt by the league.
15.2.2. All protests must be submitted in writing to the League Director ([email protected]) and accompanied by a fee of 50 dollars. Such protest fee shall be in the form of a certified cheque or money order.
15.2.3. The protest fee will be refunded in cases where the protest is upheld.
